H.E. Julien PALUKU KAHONGYA

H.E. Julien Paluku Kahongya is Minister of Foreign Trade of the Democratic Republic of Congo, a position he has held since May 2024. He has risen through the ranks of the administration and the national political sphere thanks to a rich academic and professional career. Academically, Julien Paluku holds a Diploma of Advanced Studies in Political and Administrative Sciences from the University of Kinshasa. Prior to his current position, he served as Minister of Industry, where he promoted the country's industrial revival through the creation of Special Economic Zones.

Under the vision and guidance of H.E. Julien Paluku Kahongya, Minister of Foreign Trade of the Democratic Republic of the Congo, the U.S. Strategic Economic Partnership & Liaison Office advances bilateral economic cooperation between the United States and the DRC.

We strengthen beneficiation capacity and leverage the Congolese diaspora as a strategic bridge for investment, innovation, and development - connecting public and private stakeholders to unlock mutually beneficial economic opportunities.

President Félix Antoine Tshisekedi's call, we envision a thriving and inclusive U.S. - DRC economic partnership in which the Congolese diaspora, U.S. partners, and institutions in the DRC work collaboratively to transform economic resources into value-added development, sustainable growth, and shared prosperity.

Dr. Joel Ngoie Nshisso

Coordinator of the Democratic Republic of the Congo (DRC) Foreign Trade Ministry Liaison Office

Dr. Joel Ngoie Nshisso is the Coordinator of the DRC Foreign Trade Ministry Liaison Bureau in the United States, where he mobilizes American and diaspora investments to strengthen the country’s trade development. He holds a Ph.D. in Business Administration with a specialization in international business from Northcentral University, a Master’s degree in Management from Strayer University, and a certification in Global Diplomacy from the University of London. He is the CEO and founder of Global Trade and Management Consulting (GTMCO), established in 1998, which played a key role in the DRC’s reintegration into the African Growth and Opportunity Act (AGOA). A university professor with over 30 years of leadership experience across the private, banking, academic, and nonprofit sectors, Dr. Ngoie is also the President and founder of the Forum of the Intellectual Congolese Diaspora, an organization dedicated to promoting diaspora integration and contributing to national development.
